The initiative includes the rollout of the Messenger Work License (MWL) Virtual ID and the Phase 2 launch of the Private Express and Messengerial Delivery Service (PEMEDES) Licensing Portal during an event at the DICT Central Office in Quezon City. According to the DICT, the courier and delivery sector has long operated under varying standards for rider accreditation and identification, creating gaps in accountability, fraud prevention, consumer protection and the recognition of legitimate delivery personnel.
