The initiative is part of the government's broader push to build a digital government, economy, and society, aligning with the Party's strategic vision for modernization. The Ministry of Public Security has been tasked with spearheading the implementation by developing digital infrastructure, enhancing IT capacity among security personnel, and updating legal frameworks to support the new system. The digital ID card project was officially launched in July 2024 at the National Convention Center in Vientiane. The high-profile event was attended by Lao President and Party General Secretary Thongloun Sisoulith and Vietnamese President and Communist Party General Secretary To Lam. Both leaders, along with their respective Ministers of Public Security, signed a memorandum of understanding to jointly implement the initiative.
